During the past two weeks, staff and board members of the Coast of Bays Corporation have traveled to communities in the region to talk about the new Federal-Provincial program to assist communities affected by the downturn in the traditional fishery, FRAM-ED ( Fisheries Restructuring Adjustment Measures for Economic Development). On August 27, the staff were in the communities of Gaultois and McCallum.

FRAM-ED is a three year program in effect to March 31, 2001 and is financed by the Federal government ($65.00 million) and the Provincial government ($16.25 million). It is composed of two parts:

  1. Regional Economic Development Boards (REDB) in the province are responsible for $51.25 million of which $10.00 million is being administered by the Community Development Corporations for commercial enterprises.
  2. The Provincial government is responsible for $30.00 million to be used for Strategic Capital Investment Projects in sectors with potential in areas most affected by the downturn in the fishery.

The Coast of Bays Corporation will be the first point of contact for non-profit organizations in the Coast of Bays region. A concept paper identifying the proponent, outlining the idea, rationale, economic benefit and a general budget is first submitted to the REDB. The Corporation ensures the proposed project is consistent with the aims and objectives of the Strategic Economic Plan (SEP) before any further steps. Once satisfied that the project is complementary to the SEP, it is then passed to the next level for assessment by the FRAM-ED committee. On their approval, a project team is put in place to develop a comprehensive proposal. This project team will consist of representatives of agencies, government departments and local representatives affected by some part of the proposal development. As the proposal is developed, the team also evaluates the idea for sustainability and long-term job creation.
